Independent Coordinator of Transmission

The FERC requires transmission system owners and operators to make public what transmission capacity is available an hour ahead, a day ahead, a week ahead, a month ahead, and a year ahead. Requests for information about available capacity on Entergy's grid come through a secure electronic link on the Open Access Same-time Information System. The ICT has oversight of Entergy’s OASIS system.

The creation of the ICT was a major step toward new processes and mechanisms to:

  • Further enhance open access to Entergy’s transmission system;
  • Ensure transparent access to the transmission system by generators wanting to use the system;
  • Ensure continued reliability of the Entergy transmission system; and
  • Prevent Entergy’s customers from being unfairly charged for the cost of transmission upgrades not required to serve their needs.

The ICT and Entergy host scheduled stakeholder meetings to address near-term and long-term transmission issues and Weekly Procurement Process issues.

The ICT makes meeting proceedings and discussions public and available on the Internet to any interested party.

Entergy and the ICT host yearly Transmission Planning Summits at which Entergy presents options for expanding and upgrading the transmission system. Details of the proposed projects are made public on Entergy’s OASIS Internet site for stakeholders to review and comment: Entergy 2012 - 2016 Final Construction Plan.

Enhanced ICT Filing

In November 2010 Entergy filed with the Federal Energy Regulatory Commission its proposal for an enhanced ICT arrangement. This filing included a provision to give the Entergy Regional State Committee the authority to identify system expansions and upgrades it judged would be beneficial to all customers within areas served by Entergy’s operating companies.

On Nov. 17, 2010 the FERC approved a two year extension of the ICT arrangement.

Sept. 17, 2010 - Entergy Services, Inc., Docket No. ER10-2748. ICT arrangement was initially approved for 4 years in 2006. FERC approved an extension of up to two years to allow for resolution of questions related to Entergy joining an RTO.
