Regulatory Status
Entergy’s bulk energy delivery system operates under the oversight of six
regulatory authorities, one of which is the Federal Energy Regulatory
Commission.
The Federal Energy Regulatory Commission issued an Order with modifications
in April 2006 that gave provisional approval of Entergy’s Independent
Coordinator of Transmission and Weekly Procurement Process filing. The ICT began
serving as Reliability Coordinator for the Entergy system in November 2007. At
that time the ICT also took over administration of Entergy’s Open Access
Same-Time Information tariff and the planning function.
Entergy owns, operates and manages its transmission system. The ICT provides
independent oversight as described in the FERC’s 2006 conditional approval
Order.
RTO Membership Announcement
On April 25 Entergy announced that, based on comprehensive review and analysis,
it has concluded that joining the Midwest Independent System Operator will
provide meaningful long-term benefits for the customers of the Entergy operating
companies. The analysis showed Midwest Independent System Operator will provide
potential customer savings of more than $1 billion over a 10-year period.
The Entergy operating companies will provide detailed analysis supporting
these conclusions to their retail regulators in May and anticipate submitting
formal proposals to those regulators later this year, with a target
implementation date for joining MISO of December 2013.
MISO is the oldest RTO in the country, coordinating power generation and
transmission across all or parts of 13 U.S. states and the Canadian province of
Manitoba.
MISO provides reliable operation of and equal access to high-voltage power
lines throughout its regional territory. The organization manages one of the
world's largest energy markets, clearing nearly $23 billion in energy
transactions annually.
